Delivery proof and explicit reading are separate. Every acknowledgment must match the handoff ID, artifact hash and named recipient.

The controller owns real coordination. These controls change in-memory fixtures only; the package example is imported receipt evidence.

No messages, timers or schedulers. Shared register is read-only.
